HTML template files 

Tcl variables that can be substituted:

	mapcgi		full path name of mapserver cgi 
	webserverhome	full path name of web server doc root
	mapapphome	relative directory path of map application
	mapname		map application .map file name
	layeroptions    all layer names as map form select options
	initiallayers	initial layer names as map form hidden variables
	tmpdir		tempfile directory for images

The files that should be defined as template file in the html directores are:

	model.html		the primary map page
	model_footer.html  	the footer for query pages
	model_header.html  	the header for query pages
	model_init.html    	the initial startup page, to become index.html
